The idea for the foundation of "Article 13" was created in the summer of 2012. Inspired by the preparations for the World Social Forum (Tunis March 2013). The name refers to the Article 13 of the Universal Declaration of Human Rights ( Everyone has the right to freedom of movement and residence within the borders of each State. Everyone has the right to leave any country, including his own, and to return to his country.), and Article 14 (Everyone has the right to seek and to enjoy in other countries asylum from persecution.). The initiative criticizes the world's unequal living conditions, like they result from the global economic system and the restrictions of global migration regime, which are connected with this. It demands reciprocity of visa requirements between nations, is fighting for the rights of people who pass through on the way to Europe Tunisia, and will put pressure on the Tunisian government to respect and to realize the international conventions for the protection of human rights and freedom of movement.

The interview provides an overview of political and economic backgrounds, which regulate the movement of people from Tunisia, in Tunisia, through Tunisia, to Tunisia and from Tunisia away. Nevertheless, the approaches and actions of the group "Article 13" are presented.

The for January 21st 2013 of "Article 13" planned protest camp with people from the UNHCR camp in Choucha (southern Tunisia) must be moved. For fear of al-Qaeda attacks the borders and trade routes were closed after Libya and Algeria, so the trip to the capital is impossible.
